When the city council deems it necessary, and it is in the best interest of the city,
the city council may, by ordinance, create a Civil Service Board and a Civil Service
Appeals Board. The ordinance shall set forth the manner of selection of members to
the Board their qualifications, term of office, duties, and rules and regulations
from which to conduct meetings.
