No officer or agent of the city and no person, whether operating under contract with
the city, under a franchise or indeterminate permit, or otherwise, shall make or cause
to be made any excavation in or under any street, alley, sidewalk, or swale ditch
in the city without first obtaining from the city engineer a written permit.
