§ 60.05. Interpretation.
In the interpretation and application of this title, all provisions shall be: considered as minimum requirement; liberally construed in favor of the city; and deemed neither to limit nor repeal any other powers granted under state statutes.
(a)
Severability. If any section, phrase, sentence, or portion of this chapter is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision, and such holdings shall not affect the validity of the remaining portions thereof.
(b)
Conflict. This chapter is cumulative and supplemental to existing city laws, ordinances, rules, and regulations. Where this chapter and the provisions contained herein conflict or overlap with any other city law, ordinance, rule, or regulation, whichever imposes the most stringent restrictions shall prevail.
(c)
Powers. In no way shall the powers granted under this title be deemed to interfere or conflict with the powers granted under section 62.09
