§ 62.02. Council findings.

In adopting this chapter and the rates, fees, and charges incorporated herein, the city council hereby makes and expresses the following findings, purposes and intent.

(a)

Pursuant to section 61.18, the city council shall have the duty, right, power and authority to establish and adopt by ordinance a water system rate schedule which shall apply to each customer of the city's water system.

(b)

Pursuant to section 61.19, the city council shall have the duty, right, power and authority to establish and adopt by ordinance a wastewater system rate schedule which shall apply to each customer of the city's wastewater system.

(c)

Pursuant to section 61.20, the city council shall have the duty, right, power and authority to establish and adopt by ordinance a reclaimed water system rate schedule which shall apply to each customer of the city's reclaimed water system.

(d)

Pursuant to applicable law, the city council shall establish just and equitable rates, fees or charges to be paid to the municipality for use of the utility by each person, firm, or corporation whose premises are served.

(e)

The rates established herein provide funding for water, wastewater, and reclaimed water services which promote the health, safety, and general welfare of its customers and are therefore beneficial to the rate payers of the system.
