The city council hereby establishes an automatic rate increase to all water, wastewater,
and reclaimed water rates, fees and charges set forth in the appendix to this chapter
based upon the then applicable Florida Public Service Commission Annual Deflator Index
percentage, or three percent per annum, whichever is greater. This annual index adjustment
shall occur automatically on October 1 of each year.
