Chapter 63. UTILITY SERVICE AVAILABILITY AND EXTENSION RULES |
§ 63.11. System design; independent engineers; and inspection of applicant's installation.
(a)
Off-site facilities. Each Applicant, owner or builder (hereinafter referred to as Applicant) is responsible for the extension of all necessary infrastructure to connect the Applicant's property to the City's water distribution, wastewater collection, or reclaimed water transmission facilities. For the purpose of this chapter, the term "off-site" shall be defined as those water distribution and/or transmission facilities, wastewater collection pumping and/or transmission facilities, or reclaimed water pumping and/or transmission facilities necessary to connect the Applicant's property with the City's facilities that are adequate in size to transmit to the Applicant's property an adequate quantity of water under adequate pressure, transmit wastewater collected on the Applicant's property to the treatment plant, and/or transmit reclaimed water from the City's facilities to Applicant's property.
(b)
On-site facilities. Applicant is responsible for the design, installation, inspection and testing of the complete distribution facilities, wastewater collection facilities, and reclaimed water facilities located in the streets, rights-of-way, and/or easements adjoining or within the boundaries of the permittee's property.
(c)
The City shall recognize the design of facilities prepared by a professional engineer licensed in the State of Florida ; provided, however, that each such design shall conform in all respects to the City's design standards and shall be fully subject to the review and approval of the City. The Applicant shall pay plan review fees in accordance with the fee scheduled contained herein.
(d)
The City reserves the right to inspect and approve any installation prior to providing service and from time to time thereafter to ensure compliance with applicable laws, resolutions, and rules and regulations affecting such installation.
(e)
Fees shall be paid for reviews and inspections, including, but not limited to those listed in accordance with the fee schedule set forth below:

All re-inspection fees shall be paid prior to the re-inspection being scheduled.Overtime Inspection Rates: (per hour with a 4-hour minimum charge) $48.00 Re-review Fees: (per actual review hour - with a 2-hr minimum) $53.00 Re-review fees shall be assessed for the following conditions: additional reviews after initial approval, or for multiple rejections of any submittal (more than 2). Should the Utility Systems Department be required to incur other expenses or hire outside consulting services for assistance in the review and approval of any project, the Applicant shall be required to reimburse the Utility Systems Department for all related expenditures. The Utility Systems Director or his designee shall determine when outside assistance is required. The Applicant shall reimburse the utility systems department in accordance with the fee schedule set forth as follows.
Amount Reimbursable To City Outside consultant services and/or reimbursable expenses: City's Cost + 10% (g)
The Applicant shall be responsible for all costs associated with making changes or repairs resulting from any unauthorized alteration, and/or unacceptable construction.
