The operation of any motorcycle, motor bike, minibike, dirt bike, trail bike, dune
buggy, motor scooter, jeep, or other form of off-highway motor vehicle upon any vacant
or unimproved lands within the city limits as described in subsection 73.16(a), shall constitute a prima facie violation of this subchapter, unless the operator
is able immediately to exhibit signed written permission by the owner of the land
for such use.
