The provisions of this chapter shall apply to all lands, waters, buildings, structures,
and the use thereof, within the jurisdictional limits of the City. No lands, waters,
buildings, or structures shall be used, no buildings or structures shall be erected,
and no existing buildings or structures shall be moved, added to, enlarged, altered,
or maintained except in conformity with the provisions of this chapter.
